The regional council assembles the Liberal associations within a given region. Its mandate is two years long and is firmly focused on the upcoming election campaign in 2022. The council is chaired by a regional president who is also a member of the QLP’s management committee.
The Regional Council is the link between Associations and the Party's Executive Committee. It is mandated with providing political guidance, organizing members and associations, and ensuring that information regarding policies and Party affairs is transmitted within the regions.
Duties of the Regional President:
Serve on the Regional Council;
Coordinate the work of associations in their region;
Assist Associations in achieving their objectives;
Carry the regions' voices to the Management Committee as within the commissions and committees;
Sit on the Management Committee.
The regional policy committees of the Quebec Liberal Party are active throughout Quebec. Their objective is to foster discussion and debate between QLP supporters in the regions they serve. Each regional policy committee is composed of the political representatives of each QLP riding association.
Duties of the Chairperson of the Regional Policy Committee:
Serve on the National Policy Committee;
Organize the meetings of the regional policy committee to which he or she belongs;
Promote political dialogue among the QLP supporters in his or her region.
The National Policy Committee is composed of the Chairpersons of all the regional policy committees and of members who are invited to serve on the committee. This committee prepares the content which will form the basis for deliberations at major party events such as the Members’ Convention and the General Council.
The Regional Communications Advisor is responsible for ensuring that the information distributed by each riding association in his or her region is of the highest quality. He or she acts as a resource person for the persons responsible for communications in each of the local riding associations with regard to all issues involving media relations and communications methodology. He or she must be versatile, have leadership ability, take initiative, be creative, and know his or her region and its particular issues very well.
Duties of the Regional Communications Advisor:
Develop a profile of his or her region;
Draft a communications plan;
Establish a coordinated communications strategy for the riding associations in his or her region;
Know key decision-makers and influencers in his or her region;
Ensure that all social media communications in the region are of the highest quality.
The Regional Organizing Advisor advises local riding associations on matters related to organization, and coordinates and supports their activities and any training they receive. He or she also ensures that each riding association has the necessary tools to organize successful pre-electoral events and election campaigns. In carrying out his or her duties, he or she works closely with the Chairperson of his or her Regional Policy Committee and the party’s Coordinator for that region.
Duties of the Regional Organizing Advisor:
Encourage the organization of political activities in his or her region;
Provide training to members of local riding associations;
Serve on the Organizing Committee.
The Regional Legal Advisor ensures that the Election Act is applied correctly and that its provisions are respected, and that rules governing political party financing are applied correctly and respected. He or she also ensures that the Constitution, the party by-laws and the party’s Code of Ethics are applied correctly and respected.
Duties of the Regional Legal Advisor:
Advise members as to the proper application of statutes and regulations;
Recruit and train a team of legal advisors for each of the riding associations in his or her region.
The Regional Recruitment Advisor is responsible for encouraging individuals to become members of the Quebec Liberal Party, and supervising the recruitment of new members and volunteers by local riding associations.
Duties of the Regional Recruitment Advisor:
Ensure that the recruitment of new members and volunteers by local riding associations is conducted correctly;
See to it that party memberships are renewed in his or her region;
Assist the party in developing and maintaining a presence in his or her region, and in each and every region of Quebec.
The Cultural Communities Committee is responsible for promoting political action within the Quebec Liberal Party to new Quebecers having immigrated to Quebec, and ensuring that cultural communities participate in the discussions and in political action taking place in the party’s various institutions, whether or not an election campaign is currently taking place. The regional representative of the Cultural Communities Committee ensures that the party develops a relationship with each of the cultural communities that are politically active in his or her region, and acts as their voice by explaining their concerns and issues that affect them at meetings of the national Cultural Communities Committee.
Duties of the Regional Representative of the Cultural Communities Committee:
Develop strong ties with the cultural communities in his or her region and work closely with them at the grassroots level;
Serve on the regional and national Cultural Communities Committees, be an active participant in those committees and contribute to their work;
See to it that party members are invited and involved in the organization of the committee’s events, at both the regional and the national levels;
Encourage new Quebecers having immigrated to Quebec to become members of the Quebec Liberal Party.
The Seniors’ Committee is mandated with promoting the Party’s activities among Quebec’s senior citizens and ensuring that members aged 65 and up are represented in each of the Party’s bodies. The Regional Representative for Seniors ensures that the Party includes supporters aged 65 and up from their region and fulfills the role of spokesperson to the National Seniors’ Committee, echoing seniors’ issues and concerns. The Regional Representative for Seniors must be aged 65 or older.
Duties of the Regional Representative for Seniors:
Be active and maintain relationships with seniors from their community;
Sit as a member on their region’s Regional Council;
Sit as a member of, actively participate within and contribute to the work conducted by the Seniors’ Committee at the National level;
Facilitate the inclusion of members aged 65 and up in the Party, in particular at the regional level.
